On December 19, 2025, the Party Branch of Ningbo Lighting Appliance Industry Association organized an in-depth study session on the spirit of the Central Economic Work Conference, aiming to align members’ thoughts and actions with the decisions and deployments of the CPC Central Committee. A series of rich and diverse activities were held to enhance the political literacy of all Party members, including a visit to Rongte Electronics Co., Ltd., offering firsthand insight into the company’s deep expertise and innovative strength in the field of emergency lighting.

I. Studying the Spirit of the Central Economic Work Conference

The meeting began by prioritizing the study of the Central Economic Work Conference spirit. This conference, grounded in the overall national development strategy, clarified the overarching requirements and core orientations for economic work in 2026, drawing significant attention to its key policy arrangements. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the conference firmly adhered to the general principle of “pursuing progress while ensuring stability and enhancing quality and efficiency.” It emphasized balancing development and security and called for more proactive and effective macroeconomic policies to achieve both qualitative improvements and reasonable quantitative growth in the economy. On the fiscal front, policies will become more proactive, focusing on securing priority expenditures, safeguarding the “three guarantees” (basic living needs, salaries, and government operations) at the grassroots level, enforcing frugality in Party and government agencies, and allocating funds precisely where they are most needed. Monetary policy will remain moderately accommodative, using tools such as reserve requirement ratio cuts and interest rate reductions to ensure ample liquidity and provide targeted support to key sectors including the real economy, technological innovation, and green development—thereby alleviating difficulties and empowering market participants.



The deployment of eight key tasks was the core highlight of this meeting, charting a clear path for economic work in 2026. First, prioritize domestic demand by boosting consumer confidence and cultivating new consumption scenarios, while expanding effective investment and stimulating private-sector investment to build a robust domestic market. Second, strengthen innovation-driven development by placing the cultivation of new quality productive forces at the forefront, accelerating the construction of three international science and technology innovation centers in the Beijing-Tianjin-Hebei region, the Yangtze River Delta, and the Guangdong-Hong Kong-Macao Greater Bay Area, and resolving critical “chokepoint” issues in core technologies. Third, deepen reform efforts by advancing the building of a unified national market and continuously optimizing the business environment to unleash endogenous momentum across all types of market entities. Fourth, promote high-standard opening-up by expanding openness in the services sector, optimizing the layout of pilot free trade zones, and better integrating into the global economic governance system. Fifth, foster coordinated development by driving regional synergy and deep integration between urban and rural areas, enhancing the development capacity of city clusters and metropolitan areas. Sixth, implement dual carbon goals as a guiding principle by holistically advancing decarbonization, pollution reduction, ecological expansion, and economic growth to promote high-quality development of green and low-carbon industries. Seventh, focus on people’s livelihoods by stabilizing employment for key groups such as college graduates and migrant workers, advancing the establishment of a long-term care insurance system, and continuously improving public welfare. Eighth, safeguard the bottom line of security by prudently mitigating risks in key areas such as real estate and local government debt, thereby reinforcing a secure foundation for economic development.


II. Visit Rongte Electronics Co., Ltd.

Rongte Electronics is located in Ningbo High-tech Zone. Since its establishment in 2010, the company has focused on LED emergency lighting, specializing in emergency evacuation luminaires, professional emergency power supplies, and intelligent safety evacuation systems. It has been recognized as an Engineering Center by Ningbo National High-tech Zone. Its products are exported to overseas markets including Europe, Australia, and the Middle East, and it partners with international brands such as Schneider and ABB—demonstrating its undeniable strength.

Inside the production workshop, automated production lines operate efficiently. From core power supply R&D to luminaire assembly and testing, every step reflects “Rongte’s craftsmanship.” According to company representatives, Rongte’s core advantage lies in electronic control technology. Its self-developed EEC series emergency power supplies are compatible with various luminaires such as panel lights and downlights. Its intelligent self-diagnostic products stand out in the industry, and it has also built a Zigbee wireless communication-based emergency system to enhance building safety intelligence.

Rongte Electronics is focusing on the emergency elevator evacuation market, providing an in-depth analysis that highlights its vast application potential: On one hand, it meets essential needs across multiple scenarios such as super high-rise residential buildings, large shopping malls, and medical facilities, effectively reducing emergency evacuation time and ensuring the safety of vulnerable groups. On the other hand, it aligns with China's new national elevator safety regulations, generating strong demand both for new elevator installations and retrofits of older units. Rongte is leveraging its core technologies in emergency power supplies and intelligent control systems to actively develop this field and capture emerging market opportunities.


III. Summary of the Party Branch Work for 2025

The branch has always placed political construction first to ensure the association develops in the correct direction.

1. Strengthening theoretical education: Strictly implementing the "Three Meetings and One Class" system and themed party day activities, the branch organized various forms of learning—including special study sessions, tutorial lectures, and online discussions—to guide Party members in deeply studying the Party's innovative theories, key meeting resolutions, and policy guidelines. This continuously enhances members’ political judgment, understanding, and execution capabilities, firmly supporting the "Two Establishments" and resolutely upholding the "Two Maintenances."

2. Upholding political discipline: Educating and guiding all Party members to strictly observe political discipline and rules, ensuring full alignment with the Central Committee in thought, politics, and action. The branch strengthens political oversight over major decisions, important activities, and ideological platforms within the association to guarantee its work consistently follows the correct political path.

3. Consolidating ideological defenses: Regularly conducting education on ideals and convictions, Party spirit, and warning cases, the branch promotes the great founding spirit of the Party and carries forward the red legacy. This guides Party members to solidify their faith, nourish their spirit, steady their ideological compass, and forever maintain the true character of Communists.


Deepen brand building and polish the Party-building calling card marked by the “Five Hearts,” continuously enriching the connotation of the “Bright Five Hearts” Party-building brand, promoting deep integration between Party-building and business operations, and making it a distinctive banner guiding the association’s development.

1. “Loyalty to the Party” for Soul-Casting: In line with characteristics of the lighting industry, organize a series of themed activities titled “Light and Shadow Reflect Our Original Aspirations,” including visits to red education bases and hosting exhibitions on “Party History Through Light.” Integrate red education into industry culture to build consensus across the sector.

2. “Craftsmanship for Industry Advancement” Empowerment: Establish “Party Member Technical Task Forces” and “Party Member Model Posts” to tackle key challenges in technological innovation, standard setting, and quality improvement within the industry. Host forums like “The Light of Craftsmanship” for technical exchange and skill competitions to inspire Party members and industry professionals to uphold the spirit of craftsmanship and drive high-quality industry growth.

3. “Sincerity in Collaboration” for Unity: Improve communication and coordination mechanisms among the Party branch, the association’s board of directors, and member enterprises. Hold regular joint meetings to jointly deliberate major development strategies. Proactively build platforms connecting government-enterprise, bank-enterprise, and industry-academia-research partnerships, and organize collective participation in exhibitions and market expansion efforts to strengthen industry-wide synergy.

4. “Compassion in Service” through Dedication: Form a Party-member volunteer team named “Ambassadors of Light,” using public service as a vital platform to fulfill our original mission. Pay special attention to the living conditions of disadvantaged employees and elderly Party members within the industry, conducting home visits, comfort missions, and paired assistance programs to convey organizational warmth.

5. “Perseverance in Integrity” for Foundation-Strengthening: Enhance Party branch efforts in promoting clean governance and educate Party members on ethical professional conduct. Organize study sessions on Party discipline and regulations, promote integrity-focused cultural campaigns, and guide Party members and industry leaders to maintain reverence, exercise self-restraint, and uphold ethical boundaries—fostering a clean and upright industry ecosystem.


Focusing on the central priorities and demonstrating the responsibility of “Lighting Up Rural Areas,” we actively respond to the national rural revitalization strategy by closely integrating industry strengths with rural needs and organizing the “Lighting Up Rural Areas, Assisting Revitalization” initiative series.

1. “Public Welfare Lighting, Illuminating the Way Home” Project: Within the year, organize Party member leaders and member enterprises to visit remote villages and mountainous areas within our city and partner regions, donating and installing over 100 sets of energy-efficient solar streetlights and courtyard lights for villages with weak or absent public lighting infrastructure, significantly improving villagers’ nighttime travel conditions and enhancing their sense of safety and well-being in rural living environments.

2. “Smart Lighting, Beautifying New Countryside” Initiative: In alignment with the Beautiful Countryside construction campaign, organize volunteer teams of industry experts and designer Party members to provide pro bono night lighting design and planning consultations for villages in need. Select two model villages to implement landscape lighting enhancement projects using modern lighting technologies that highlight local cultural characteristics, supporting rural tourism and cultural revitalization.

3. “Technology to the Countryside, Empowering New Development” Activities: Conduct village-based rural lighting workshops to educate grassroots and rural construction personnel about green lighting and intelligent control technologies. Organize technical Party experts from member enterprises to offer free energy-saving lighting assessments and optimization services for rural communities and disadvantaged households, reducing operational costs and promoting green development principles.

Upholding our public welfare mission and expanding the service scope of “Bright Love Action”

We continue deepening the meaning of “loving dedication” and guiding Party members and industry forces to actively give back to society.

1. Regular Volunteer Services: The “Light Ambassadors” Party volunteer team regularly visits communities, welfare institutions, and special education schools to conduct lighting safety awareness campaigns, inspect aging electrical wiring hazards, and replace energy-efficient lamps free of charge, benefiting thousands of residents.

2. Paired Assistance Bringing Warmth: Establish paired cooperative relationships with two village or community Party branches. Beyond lighting support, we also assist partner units through donations, consumer-based aid, and industrial consulting, helping consolidate and expand achievements in poverty alleviation and demonstrating the Ningbo Lighting Association’s social commitment and sense of responsibility.


IV. Tax Briefing for Enterprises

At the event, tax experts delivered a professional briefing to participating enterprises in the format of “policy interpretation + case analysis + Q&A.” Focusing on the characteristics of the lighting industry, they highlighted national tax incentives for manufacturing and small/micro enterprises, explained key points for VAT and corporate income tax filings, and clarified daily operational procedures such as invoice issuance, retention, and deductions. They also reminded enterprises to be vigilant against common tax risks like fake invoicing and mismatched input invoices.

During the session, experts used real-world scenarios from lighting companies—including production operations, procurement and sales, and R&D investment—to break down policy provisions in an accessible way, turning abstract tax concepts into practical knowledge. An interactive Q&A segment followed, where experts addressed specific questions from enterprises on input tax credits, tax relief applications, and tax compliance, effectively bridging the “last mile” gap in policy implementation.

The attending Party members unified their thoughts, reached a consensus, and clarified key priorities and directions for future work. All agenda items of this 13th branch meeting were successfully completed, concluding the meeting on a successful note.
