Overview

Purpose:The association observes national laws, regulations and policies, follows social ethics, serves government, the industry and member organizations, safeguards members’ legitimate rights and interests, strengthens industry self-discipline, standardizes business conduct and promotes high-quality industry development.

Ningbo Lighting & Electric Appliances Association is a non-profit industry organization approved and registered by Ningbo civil affairs authorities. Founded in January 2008, the association brings together enterprises and related organizations engaged in lighting research, manufacturing, services and trade. It follows the purpose of serving enterprises, the industry, government and society, and promotes professional, innovative and service-oriented development.

The association now serves more than 250 member companies covering plant lighting, healthy lighting, smart lighting, ultraviolet lighting, architectural design, industrial design, lighting engineering, testing and exhibition services. Among its members are 121 scaled enterprises, 21 Ningbo specialized and sophisticated enterprises, 3 national little giant enterprises and 1 national manufacturing champion. In recent years, the association has been recognized as a national “Four-Good” chamber of commerce, a Ningbo “Five-Have Five-Good” chamber of commerce and an advanced chamber of commerce.

Charter of Ningbo Lighting & Electric Appliances Association

This charter was adopted by the members assembly on July 26, 2024. This charter takes effect after approval by the registration authority.

Chapter I General Provisions

Article 1: The name of the association is Ningbo Lighting & Electric Appliances Association, abbreviated as NBLEAA.

Article 2: The association is a local, industry-based and non-profit social organization voluntarily formed by enterprises, institutions and related professionals engaged in lighting appliance production, operation, research and education in Ningbo.

Article 3: The association observes the Constitution, laws, regulations and national policies, practices socialist core values, serves members and the industry, safeguards legitimate rights and interests, improves professional capability and competitiveness, and promotes the healthy and sustainable development of Ningbo lighting industries.

Article 4: The association upholds the overall leadership of the Communist Party of China, establishes Party organizations and carries out Party activities in accordance with the Party Constitution, and provides necessary conditions for those activities.

Article 5: The registration authority is Ningbo Civil Affairs Bureau. The industry authority is Ningbo Municipal Bureau of Economy and Information Technology. The Party-building authority is the Zhonghe Subdistrict Working Committee of Yinzhou District, Ningbo.

Article 6: The association is located in Ningbo, Zhejiang Province.

Chapter II Scope of Business

Article 7: The association publicizes and implements national policies for the lighting appliance industry, assists government departments with industry management and services, organizes industry planning, studies market development, technology progress, quality standards and brand building, and provides references for public decision-making.

The association builds information and communication channels, promotes cooperation with domestic and overseas organizations and enterprises, strengthens self-discipline and integrity, formulates industry rules where appropriate, maintains fair competition, and assists with quality supervision, technical appraisal and application of new technologies.

The association organizes exhibitions, training, study tours, industry evaluation, academic exchanges and market expansion activities, supports members in participating in domestic and overseas trade events, and undertakes relevant functions or tasks entrusted by government departments.

Chapter III Members

Article 8: The association is composed of organization members.

Article 9: Applicants shall be legal entities or related institutions engaged in lighting appliance production, operation, teaching, research, testing or related social organizations, shall recognize this charter, and shall be willing to join the association.

Article 10: Membership procedures include submitting an application, review and approval by the council, and issuance of the relevant membership certificate.

Article 11: Members have the rights to elect, be elected and vote, to participate in association activities, to obtain services, to make suggestions and criticisms, to supervise association work, and to join or withdraw voluntarily.

Article 12: Members shall observe the charter, implement resolutions, safeguard the association, participate in activities, complete entrusted work, provide information and statistics, and pay membership fees on time.

Article 13: A member withdrawing from the association shall notify the association in writing and return the relevant certificate.

Article 14: A member that seriously violates laws, regulations or this charter may be removed after council approval.

Chapter IV Organization and Officers

Article 15: The members assembly is the highest authority of the association. It formulates and amends the charter and membership fee standards, elects and removes directors, decides major issues, reviews work and financial reports, and decides termination and other major matters.

Article 16: A members assembly shall be attended by more than two-thirds of members, and its resolutions shall be adopted by more than half of the members present.

Article 17: The members assembly serves a five-year term and is held once a year. Early or delayed renewal shall follow statutory review and approval procedures.

Article 18: The council is the executive body of the members assembly and leads daily work when the members assembly is not in session.

Article 19: The council implements resolutions, prepares work plans, elects and removes the president, vice presidents and secretary-general, prepares members assemblies, reviews membership applications, establishes offices and branches, appoints relevant officers, formulates internal systems and decides other major matters.

Articles 20-36: Council meetings, officer qualifications, terms of office, legal representative arrangements, duties of the president and secretary-general, establishment of the board of supervisors, election and duties of supervisors, and duties of the chair of supervisors shall be carried out in accordance with this charter and applicable regulations.

Chapter V Asset Management and Use

Articles 37-44: The association funds come from membership fees, donations, government subsidies, service income within the approved business scope, interest and other lawful income.

Funds shall be used for the business scope and development of the association and shall not be distributed among members. The association establishes a strict financial management system, accepts supervision, protects assets from misappropriation, and strengthens integrity education for officers, staff and members.

Chapter VI Amendment of the Charter

Articles 45-46: Amendments to this charter shall be approved by the council and submitted to the members assembly for review. After adoption, the amended charter shall be submitted to the relevant authorities for review and registration in accordance with regulations.

Chapter VII Termination and Disposal of Assets

Articles 47-51: If the association completes its purpose, dissolves voluntarily, or must terminate due to division, merger or other reasons, the council shall propose termination. After approval and liquidation, remaining assets shall be used for undertakings related to the association purpose under supervision of the relevant authorities.

Chapter VIII Party Organization Building

Articles 52-58: The association establishes Party organizations in accordance with the Party Constitution where approved, supports Party-building work, provides necessary venues, personnel and funding, and supports Party organizations in participating in important decision-making and activities of the association according to regulations.

Chapter IX Supplementary Provisions

Articles 59-61: This charter was adopted by the members assembly on July 26, 2024. The council is responsible for its interpretation, and the charter takes effect after approval by the registration authority.

Membership Fees

To regulate the collection, use and management of membership fees and to support the normal operation of the association, the membership fee standards are formulated in accordance with relevant national requirements and the actual conditions of the association.

2. Payment Time and Method

1. Membership Scope

Enterprises, institutions, colleges, research units, testing organizations and related local associations or chambers of commerce engaged in lighting appliance production, operation or related services may apply for membership after accepting the charter and paying the membership fee.

2. Application Process
