On the morning of January 28, 2026, a study and exchange meeting on the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China was held in the Party Members' Meeting Room of Ningbo Lighting Association. The meeting was chaired by Mr. Huang Zhiyong, Secretary of the Party Branch of Ningbo Lighting Association, who led all Party members in watching video lectures and conducting related discussions.
Through video courses, participants diligently studied “The Guiding Ideology, Major Principles, and Fundamental Guarantees for Economic and Social Development during the 15th Five-Year Plan Period” by Professor Zhao Zhenhua from the School of Economics at the Central Party School (National Academy of Governance), and “Major Strategic Tasks for Economic and Social Development during the 15th Five-Year Plan Period” by Professor Cao Li, also from the School of Economics at the Central Party School (National Academy of Governance).
Guiding Ideology for Economic and Social Development during the 15th Five-Year Plan Period
Adhere to Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of "Three Represents," the Scientific Outlook on Development, and fully implement the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. Thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and its plenary sessions, focus on building China into a modern socialist country in all respects and realizing the second centenary goal, comprehensively advance the great rejuvenation of the Chinese nation through Chinese modernization, coordinate the implementation of the "Five-Sphere Integrated Plan" and the "Four-Pronged Comprehensive Strategy," take a holistic approach to both domestic and international situations, fully, accurately, and comprehensively apply the new development philosophy, accelerate the creation of a new development paradigm, uphold the general principle of pursuing progress while ensuring stability, take economic development as the central task, take high-quality development as the overarching theme, take reform and innovation as the fundamental driving force, take meeting the people's ever-growing needs for a better life as the ultimate goal, and rely on full and rigorous self-governance of the Party as the fundamental guarantee—to effectively improve the quality and achieve reasonable growth in quantity of the economy, make solid strides toward well-rounded human development and common prosperity for all, and ensure decisive progress in basically achieving socialist modernization.
Secretary Huang particularly emphasized that Party members must maintain high consistency between their thoughts and actions—they cannot merely keep these principles in mind but must put them into practice through concrete actions.
Major Strategic Tasks for Economic and Social Development during the "15th Five-Year" Period
The major strategic tasks for economic and social development during the “15th Five-Year Plan” period are as follows: 1. Build a modern industrial system and consolidate and strengthen the foundation of the real economy. 2. Accelerate high-level self-reliance and self-strengthening in science and technology to lead the development of new quality productive forces. 3. Build a strong domestic market and accelerate the creation of a new development pattern. 4. Accelerate the establishment of a high-level socialist market economy system to enhance momentum for high-quality development. 5. Expand high-level opening-up and create a new landscape of win-win cooperation. 6. Accelerate agricultural and rural modernization and solidly advance comprehensive rural revitalization. 7. Optimize regional economic layout and promote coordinated regional development. 8. Stimulate the innovative and creative vitality of Chinese culture as a whole and promote the prosperity of socialist culture. 9. Intensify efforts to ensure and improve people’s livelihoods and solidly advance common prosperity for all. 10. Accelerate the comprehensive green transformation of economic and social development and build a Beautiful China. 11. Advance the modernization of China’s national security system and capabilities and build a higher-level peaceful China. 12. Achieve the centenary goal of military building on schedule and promote high-quality modernization of national defense and the armed forces.
Secretary Huang emphasized that Party members must unite and actively participate in implementing these twelve tasks. As entrepreneurs, we should especially keep in mind our responsibilities regarding the tenth task—making dedicated efforts toward comprehensive green transformation and contributing our share to building a Beautiful China.
Theoretical Preparedness · Courageous Responsibility
Through continuous study and discussion, Party members of the Ningbo Lighting Association have formulated the following specific requirements to better implement the spirit of the Fourth Plenary Session of the 20th CPC Central Committee.
Deepen Theoretical Study and Strengthen Ideological Foundations
Insist on studying the full text of the plenary session communiqué, key speeches, and authoritative interpretations to thoroughly grasp the core essence and practical requirements of the plenary session’s spirit. Integrate theoretical study into daily organizational life, ensuring deep comprehension and internalization, reinforcing ideals and convictions, and enhancing political judgment, understanding, and execution capabilities.
Strengthen Innovation Leadership and Advance Technological Breakthroughs
In response to the plenary session’s call for scientific and technological innovation, and based on the lighting industry’s need for technological iteration, take the lead in learning cutting-edge technologies and promoting green, low-carbon lighting concepts. Drive the transformation and application of technologies such as smart lighting and energy-efficient lighting, encourage member enterprises to increase R&D investment, help the industry overcome critical technological bottlenecks, and enhance the sector’s core competitiveness.
Uphold the Service Mission and Unite Members' Strength
Always remember the Party's original aspirations and mission, stay grounded in the association’s service functions, proactively listen to member enterprises’ needs, actively build platforms for government-enterprise communication, industry exchanges, and resource sharing, and assist enterprises in resolving practical challenges related to production operations, market expansion, and policy implementation. Deliver high-quality services to build industry consensus and enhance the association’s cohesion and centripetal force.
Maintain Discipline and Rules, Forever Preserve the True Character of a Party Member
Strictly abide by all Party discipline and regulations, consistently advance work style improvement, uphold the bottom line of integrity and self-discipline, eliminate unethical practices in the industry, and adhere to fairness, impartiality, and rule-based conduct in association affairs and industry activities. Lead by example with exemplary Party and administrative conduct to continuously improve industry ethics and maintain a positive image of Party members.
Promote Green Development and Practice Low-Carbon Principles
Implement the plenum’s directives on ecological civilization, leverage the unique characteristics of the lighting industry, take the lead in promoting energy-efficient, environmentally sustainable lighting products and solutions, guide member enterprises toward green production practices, support Ningbo’s “dual carbon” goals, and drive the industry’s green and low-carbon transformation.
Conclusion
Standing at a new historical starting point, the Ningbo Lighting Association will continue to thoroughly study and implement the spirit of the Fourth Plenary Session of the 20th CPC Central Committee, unite and lead all member enterprises with firmer conviction, more pragmatic work style, and stronger measures—to scale new heights in technological innovation, sustain efforts in industrial upgrading, and demonstrate responsibility in public service—so that every beam of light becomes a testament to our original aspirations and mission. The Ningbo lighting industry will shine as a bright 'force of light' in China's modernization drive, contributing industry wisdom and strength toward building a modern socialist country in all respects and realizing the Chinese Dream of national rejuvenation!
