On December 19, 2025, the Party Branch of Ningbo Lighting Electrical Appliance Industry Association organized a series of activities centered on in-depth study of the spirit of the Central Economic Work Conference, aiming to align members’ thoughts and actions with the decisions and plans of the CPC Central Committee. The activities also included a visit to Rongte Electronics Co., Ltd., offering participants an up-close look at the company’s deep expertise and innovative strength in the field of emergency lighting.
I. Studying the Spirit of the Central Economic Work Conference
The meeting began by taking the study of the Central Economic Work Conference as its primary agenda item. This conference, grounded in a holistic view of national development, clarified the overall requirements and core orientations for economic work in 2026, drawing significant attention to several key policy deployments. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the conference firmly adhered to the overarching principle of “stability with progress and quality improvement with efficiency enhancement,” emphasizing coordinated efforts between development and security. It called for more proactive and effective macroeconomic policies to drive both qualitative improvements and reasonable quantitative growth in the economy. In terms of policy orientation, fiscal policy will become more proactive, focusing on securing priority expenditures and safeguarding the “three guarantees” (basic livelihood, wages, and operations) at the grassroots level, while requiring Party and government agencies to practice fiscal prudence and allocate resources where they matter most. Monetary policy will remain moderately accommodative, using tools such as reserve requirement ratio cuts and interest rate reductions to ensure ample liquidity, precisely supporting key sectors including the real economy, technological innovation, and green development, thereby relieving difficulties and empowering market entities.
The deployment of eight key tasks was the highlight of the meeting, charting a clear course for economic work in 2026. First, prioritize domestic demand—boost consumer confidence and cultivate new consumption scenarios while expanding effective investment and stimulating private-sector investment to build a robust domestic market. Second, strengthen innovation-driven development by placing the cultivation of new quality productive forces front and center, accelerate the construction of three international science and technology innovation hubs in the Beijing-Tianjin-Hebei region, the Yangtze River Delta, and the Guangdong-Hong Kong-Macao Greater Bay Area, and tackle core technological bottlenecks. Third, deepen reform efforts by advancing the building of a unified national market and continuously optimizing the business environment to unleash the intrinsic dynamism of all types of market entities. Fourth, promote high-standard opening-up by expanding openness in the services sector, optimizing the layout of pilot free trade zones, and better integrating into the global economic governance system. Fifth, foster coordinated development by driving regional synergy and deep integration between urban and rural areas, enhancing the development capacity of city clusters and metropolitan areas. Sixth, advance dual carbon goals by holistically promoting carbon reduction, pollution control, ecological expansion, and economic growth, and accelerating high-quality development of green and low-carbon industries. Seventh, focus on people’s livelihoods by stabilizing employment for key groups such as college graduates and migrant workers, advancing the establishment of a long-term care insurance system, and continuously improving public welfare. Eighth, safeguard the bottom line of security by prudently addressing risks in key areas such as real estate and local government debt, thereby reinforcing a secure foundation for economic development.
II. Visit Rongte Electronics Co., Ltd.
Rongte Electronics, located in Ningbo High-tech Zone, has been dedicated to the LED emergency lighting field since its establishment in 2010. The company specializes in emergency evacuation lighting, professional emergency power supplies, and intelligent safety evacuation systems. It has received recognition as an Engineering Center by Ningbo National High-tech Zone. Its products are exported to overseas markets including Europe, Australia, and the Middle East, and it partners with international brands such as Schneider and ABB—proof of its undeniable strength.
Inside the production workshop, automated assembly lines operate efficiently. From core power supply R&D to final lamp assembly and testing, every step reflects “Rongte’s craftsmanship.” According to company representatives, Rongte’s core competitive advantage lies in electronic control technology. Its self-developed EEC series emergency power supplies are compatible with various lamps, including panel lights and downlights. Its intelligent self-testing products stand out as industry highlights, and it has also built a Zigbee wireless communication-based emergency system to make building safety smarter.
Rongte Electronics is focusing deeply on the emergency elevator evacuation segment, clearly recognizing its vast application potential: on one hand, it meets essential needs across various scenarios such as super high-rise residential buildings, large shopping malls, and medical facilities, effectively reducing emergency evacuation time and ensuring safety for vulnerable groups; on the other hand, it aligns with China's new national elevator safety regulations, generating strong demand both for new elevator installations and retrofits of older units. Rongte is leveraging its core technologies in emergency power supplies and intelligent control systems to actively develop solutions in this field and capture emerging market opportunities.
III. Summary of Party Branch Work for 2025
The branch has always placed political construction first to ensure the correct direction of the association's development.
1. Strengthening theoretical education: Strictly implementing the "Three Meetings and One Class" system and themed party day activities, organizing Party members to deeply study the Party’s innovative theories, key meeting resolutions, and policy guidelines through special study sessions, lecture reports, and online discussions. This continuously enhances Party members’ political judgment, comprehension, and execution capabilities, firmly supporting the “Two Establishments” and resolutely achieving the “Two Upholds.”
2. Upholding political discipline: Educating and guiding all Party members to strictly abide by political discipline and rules, ensuring full alignment with the Central Committee in thought, politics, and action. Strengthening political review over major decisions, important activities, and ideological positions within the association to guarantee its work consistently follows the correct political path.
3. Consolidating ideological defenses: Regularly conducting education on ideals and convictions, Party spirit, and warning cases; promoting the great founding spirit of the Party; and passing down the red legacy. This guides Party members to solidify their faith, nourish their spirit, steady their ideological course, and forever maintain the political character of Communists.
Deepen brand building and polish the Party-building calling card marked by the “Five Hearts,” continuously enriching the connotation of the “Shining Five Hearts” Party-building brand, promoting deep integration between Party-building and business operations, and making it a distinctive banner guiding the association’s development.
1. “Loyal Heart Toward the Party” for Ideological Foundation: In line with characteristics of the lighting industry, organize a series of themed activities titled “Light and Shadow Reflect Our Original Aspirations,” including visits to red education bases and hosting exhibitions on “Party History Through Light,” integrating red education into industry culture and building industry consensus.
2. “Artisan Heart for Industry Advancement” for Empowerment: Establish “Party Member Technical Task Forces” and “Party Member Pioneer Model Posts” to tackle challenging issues such as technological innovation, standard formulation, and quality improvement within the industry. Host the “Light of Craftsmanship” technical exchange forums and skills competitions to inspire Party members and industry talents to uphold the spirit of craftsmanship and drive high-quality industry development.
3. “Sincere Heart for Unity” for Collaboration: Improve communication and coordination mechanisms among the Party branch, the association’s board of directors, and member enterprises. Hold regular joint meetings to jointly deliberate major development strategies. Actively build platforms connecting government-enterprise, bank-enterprise, and industry-academia-research partnerships, and organize collective participation in exhibitions and market expansion initiatives to strengthen industry-wide synergy.
4. “Caring Heart for Service” through Public Welfare: Form the “Ambassadors of Light” Party member volunteer service team, using public welfare activities as a key platform to fulfill our original mission. Pay special attention to the living conditions of disadvantaged employees and elderly Party members within the industry, conducting home visits, comfort missions, and paired assistance programs to convey organizational warmth.
5. “Steadfast Heart for Integrity” as the Foundation: Strengthen Party branch efforts on integrity and clean governance, and enhance education on ethical professional conduct for Party members. Organize study sessions on Party discipline and regulations, promote clean culture awareness, and guide Party members and industry leaders to maintain reverence, exercise caution, and uphold ethical boundaries, fostering a healthy and upright industry ecosystem.
Focusing on the central priorities and demonstrating the responsibility of “Lighting Up Rural Areas,” we actively respond to the national rural revitalization strategy by closely integrating industry strengths with rural needs and organizing the “Lighting Up Rural Areas, Empowering Revitalization” initiative series.
1. “Public Welfare Lighting, Illuminating the Way Home” Project: Within the year, we organized Party member leaders and member enterprises to visit remote villages and mountainous areas within our city and partner regions, donating and installing over one hundred sets of energy-efficient solar streetlights and courtyard lights for villages lacking or having inadequate public lighting facilities. This significantly improved villagers’ nighttime travel conditions and enhanced their sense of safety and well-being in rural living environments.
2. “Smart Lighting, Beautifying New Countryside” Initiative: In alignment with the Beautiful Countryside initiative, we mobilized volunteer teams of industry experts and designer Party members to provide pro bono night lighting design consultations for villages in need. Selecting two model villages, we implemented landscape lighting enhancement projects using modern illumination technologies that highlight local cultural characteristics, supporting rural tourism and cultural revitalization.
3. “Technology Goes Rural, Empowering New Development” Activities: We conducted outreach programs to educate grassroots and rural construction personnel on green lighting and intelligent control technologies. Party-affiliated technical experts from member enterprises offered free energy audits and optimization services for lighting systems in rural communities and for disadvantaged households, reducing operational costs and promoting green development principles.
Upholding our public welfare mission and expanding the scope of “Bright Love Action” services
We continue deepening the meaning of “charitable dedication,” guiding Party members and industry forces to actively give back to society.
1. Regular Volunteer Services: The “Light Ambassadors” Party volunteer team regularly visits communities, welfare institutions, and special education schools to conduct lighting safety awareness campaigns, inspect aging electrical wiring hazards, and replace old fixtures with energy-saving alternatives—benefiting thousands of residents.
2. Paired Assistance Bringing Warmth: We established paired cooperative relationships with two village or community Party branches. Beyond lighting support, we also assist these partners through donations, consumer-based aid, and industrial consulting to promote their development and consolidate achievements in poverty alleviation, showcasing the Ningbo Lighting Association’s social commitment and sense of responsibility.
IV. Conducting Enterprise Tax Explanations
At the event, tax experts delivered professional explanations to participating enterprises in the format of “policy interpretation + case analysis + Q&A.” Focusing on the characteristics of the lighting industry, they highlighted national tax incentives for manufacturing and small/micro enterprises, detailed key points for VAT and corporate income tax filings, clearly outlined daily operational guidelines for issuing, retaining, and claiming input VAT invoices, and reminded enterprises to remain vigilant against common tax risks such as fake invoicing and mismatched input credits.
During the session, experts used real-world scenarios from lighting enterprises—including production operations, procurement and sales, and R&D investment—to break down complex policy clauses into clear, practical insights. An interactive Q&A segment was also held, where experts addressed specific questions raised by enterprises regarding input credit claims, tax relief applications, and tax compliance, effectively bridging the “last mile” gap in policy implementation.
